At least 13 countries in the oil-rich Middle East have recently announced plans to pursue nuclear energy programs.

Israel's nuclear arsenal and Iran's nuclear ambitions hang over the Middle East and Persian Gulf like a sword, raising the specter of a region crowded with unstable nuclear-armed states.  Yet all sides have acknowledged that they are better off in a region where no one has nuclear weapons than in one where many nations have them.

Avner Cohen

Although Israel does not publicly acknowledge the existence of its nuclear weapons program, a great deal is known about it, thanks to Avner Cohen, who has chronicled its development and the impact of secrecy on prospects for Middle East security. Ploughshares Fund support enables Cohen to interview participants in Israel’s secret program, and to advocate for an end to the policy of opacity.
