"This is the new nuclear security consensus that the military is completely behind," Ploughshares Fund President Joe Cirincione [2] told Newshour's Jeffrey Brown in an interview about the Nuclear Posture Review [3], released today. "The Secretary of Defense today and the Joint Chiefs of Staff are now solidly behind the ratification of a comprehensive test ban treaty. Vice Chairman Cartwright couldn't have been clearer: no new nuclear weapons, no new testing, no new missions."
