"For the last decade or so, the international community has been sleepwalking when it comes to this potential catastrophe," Gareth Evans [2], former Australian foreign minister, told reporters, speaking about the growing nuclear threat. Evans, president of the Ploughshares-funded Crisis Group [3], is chair of a new international commission on nuclear proliferation convened by the Australian government. "The devastation that could be wreaked by one major nuclear weapons incident alone puts 9/11 and almost everything else (in) to the category of the insignificant," he said.
