Charles Grassley [3]and whistleblower groups say the omnibus spending bill, which would deny a salary to a federal manager who “interferes with or prohibits certain communications between federal employees and members of Congress,” undermines promises to protect government informants. Danielle Brian [4]of POGO [2]expressed surprise at Obama’s signing statement: “We were shocked by this move the president made. It was so different from the campaigner and Sen. Obama we have seen in the past. I honestly cannot guess what his motivation was.”
