In an angry reaction to U.N. Security Council condemnation, North Korea said it was restarting its nuclear program, rejecting IAEA inspectors and pulling out of disarmament talks. However, David Albright [2]of the Ploughshares-funded Institute for Science and International Security [3]said, “You can’t just turn on a reactor in a couple weeks. Kicking out the monitors is something that easily can be reversed and not cause that much harm.” According to Albright, it would take fuel-deficient North Korea six months to a year to restart the reactor.
