In their first face-to-face meeting, President Obama and Russian President Medvedev agreed to open negotiations on a treaty that could slash nuclear arsenals by a third, part of what they described as a new era in relations. Although the agreement was not a surprising development, consensus as the centerpiece of such a high-profile meeting was significant. "This has been on the radar for quite some time," said Daryl Kimball [2]of the Ploughshares-funded Arms Control Association [3]. "The fact that they've put it front and center of their bilateral agenda is important."
