The proposed U.S. missile defense system in Europe would cost billions and still may fail. David Wright [2]of the Union of Concerned Scientists [3] does “not believe with any confidence that this system would be able to stop a nuclear attack.” Independent technical analysis shows simple countermeasures such as balloons could fool the system, Wright says. The successful tests "have all been scripted for success," added Philip Coyle [4], senior advisor at the Ploughshares-funded Center for Defense Information [5].
