Secretary of State Hillary Rodham Clinton announced U.S. intentions to participate in formal negotiations at the U.N. General Assembly aimed at regulating trade in conventional weapons.  The U.S., the world’s largest supplier of conventional weapons, will only sign the accord if all other states agreed, she said.  "The U.S. goal to raise global standards is laudable, but its insistence on consensus is likely to prove counterproductive," warned said Daryl Kimball [1], executive director of the Arms Control Association.
