The Ploughshares-funded Center for Strategic and International Studies [2]released two related reports on the evolution of peace building. The first [3]analyzes peace building at the U.S. State Department, concluding that “traditional peace-building diplomacy, led by the geographic bureaus, has been uneasily and incompletely yoked with the work of the Coordinator’s Office.” The second [4]report regards peace building at USAID, examining the evolution of reconstruction and stabilization (R&S) in the Bush administration’s foreign assistance strategy. Author Dane E. Smith ends with suggestions for reform.
