Paul Carroll: Obama faces first nuclear challenge

Ploughshares Fund Program Director Paul Carroll tells KCBS Radio that North Korea's nuclear test "is more about internal relationships and regional dynamics" than a message to the U.S.  Nonetheless, the Obama Administration's first priority is going to be "to get Beijing, Washington, Seoul and Tokyo as close together as they can on how firm to be and how tangible to be in terms of any sanctions."  Complicating the situation is the presence of two American journalists being held in North Korean custody.
