Pressing the nuclear reset button

Presidents Obama and Medvedev have the opportunity to reset the U.S.-Russian relationship with a new and far-reaching nuclear arms reduction treaty, according to Daryl Kimball of the Ploughshares-funded Arms Control Association. Kimball advises both sides not to allow the contentious issue of U.S. missile interceptors in eastern Europe to impede progress.  He cautions that massive nuclear arsenals are more a liability than an asset, while restarting the nuclear reduction process could dramatically decrease the overall number of weapons, improve global cooperation to help meet other nuclear threats, and help repair frayed relations.
