START is key to reducing the nuclear threat

Matthew Rojansky, executive director of Partnership for a Secure America and James Collins, director of the Russia and Eurasia program at the Carnegie Endowment for International Peace,  offering a less obvious fact to the START debate: that without a new treaty, Washington will be unable to manage the risks associated with Russia’s vast nuclear arsenal. This arsenal, they write, still poses the single greatest existential threat to the United States.  Both organizations are supported by Ploughshares Fund.
