Getting to zero: Interview with Gareth Evans

Gareth Evans former President of the Ploughshares-funded Crisis Group, serves as co-chair of the International Nuclear Non-Proliferation and Disarmament Commission.  In an interview with Arms Control Today, Evans discussed total nuclear disarmament, or getting to zero.  Evans commented, “The last 10 years has been a period in which we have been sleepwalking as an international community, with multiple things going rather badly wrong.”  He emphasizes tough, pragmatic policies, recommending a two phase process.  Phase one involves a minimalist nuclear attitude, while phase two is “getting from there to absolute zero.” He reiterated the importance of disincentives and increased awareness of nuclear risks.
