North Korea: Getting back to talks

The Ploughshares-funded International Crisis Group has published a report on North Korea and the importance of resuming talks.  The report points out that “finding a way to resume talks on ending the nuclear program may appear to reward Pyongyang’s bad behavior, but diplomacy is still the least bad option.” It also emphasizes the “good reasons to take up the challenge now” by talking “to Pyongyang directly at the highest levels.” The report also includes recommendations to various governments, including the U.S.  Read the report here
