North Korea threatens to restart nuclear program, but may be slow

In an angry reaction to U.N. Security Council condemnation, North Korea said it was restarting its nuclear program, rejecting IAEA inspectors and pulling out of disarmament talks.  However, David Albright of the Ploughshares-funded Institute for Science and International Security said, “You can’t just turn on a reactor in a couple weeks. Kicking out the monitors is something that easily can be reversed and not cause that much harm.” According to Albright, it would take fuel-deficient North Korea six months to a year to restart the reactor.
